This thread is resolved. Here is a description of the problem and solution.
Problem: I am using the orderby option to control the order of terms in a custom search filter, but the order isn't working correctly.
Solution: In this case another plugin is affecting the order of terms in the term filter. It must be disabled.

The orderby name attribute does not seem to be working, since the terms are not in order on the front-end, please see attached screenshot. Here is the front-end page that the view is on:
