Can you please visit the Toolset downloads page ( https://toolset.com/account/downloads/ ) and download and install the "OTGS Installer" plugin first?
After this plugin has been activated, you'll be able to activate the Toolset site key ( https://toolset.com/faq/how-to-install-and-register-toolset/ ) and install other Toolset plugins from the admin area.
In case the issue persists, you can visit the installer support page and see if any other error or warning message is showing:

If there are some errors or warnings, please share their screenshot, for further investigation.

I get the same 'you are blocked message when attempting to upload the OTGS installer zip. Also: This is my first wp plugin, total noob. You provide the downloaded zip file to the upload plugin dialog?

I have fixed my problem. I was attempting to upload plugin to a subdirectory. Once I uploaded to root everything went fine. Thanks!
