I just checked this on my own test site and couldn't reproduce the problem, the reCaptcha displayed for guest users accessing the form as well as an admin user logged in.
I note from your debug info that you don't have the latest Toolset plugins installed, before going any further could you please update to the latest versions?
If you don't see an update notice on your plugins page, click the registered link for one of the Toolset plugins to take you to the custom Toolset installer page, and use the Check for Updates button, otherwise you can download the latest versions from your downloads page at toolset.com/account/downloads.
If you still see the same problem, can you please test in a minimal environment, i.e. with all non-Toolset plugins deactivated. Do you still see the problem in that case?
