But in my cpanel it is already allow_url_fopen.
The problem did not exist before 3-4 days.
And in Module Manager > Modules Library i have the same problem, the message is ''Unable to retrieve contents from the server. Please report this.

Thank you for contacting us and sorry to learn about the difficulty you're having.
I couldn't reproduce this on my test websites and we haven't received any reports from other users, for a similar issue.
I'll recommend checking your server's error logs for any recorded errors or warnings. You can also get in touch with your web host's support team, to see if any changes were made to the server's security policy or configuration, recently.
You can also test the status of "allow_url_fopen", directly as shown in these links:

Note: if you've installed any new plugin, especially related to the website's security, it can also result in a change in the PHP configuration. Please also test this with all plugins disabled.
