Thank you very much for bringing this issue back to basics :
- I did the export with the WP Export Tool
- I did thre Import with the WP Import Tool : it took me a little whle to do things in the right sequence, in order to maintain Toolset Associations. Now all is OK, only a few adjustments for the destination site's Taxonomies, Content tamplates, and related Media items.
No need for an expensive plugin ! And I did learn a lot...
Only one caveat :
- it seems that not all media export/import all at once - I have 13056 Images in the Media Library
- do you have any idea why ?
I had done already the step 1) you mention - see last line of the first paragraph of the initial message of this ticket.
And I am only exporting/Importing DATA, because I am developing a new site (hidden link) based on Gutenberg which has too use the same darta as the old site (hidden link) based on Elementor.
And this for 2 reasons :
1.- Elementor has become unfortunately a real nightmare of updates and bugs
2.- Toolset allows me to do much more with Gutenberg - like having more than 1 Single Template for a given Custom Type for instance - Gutenberg being th future of WordPress anyway...
I am relieved and now able to continue this development properly

Hello,
It is using WordPress built-in export/import tools + WordPress built-in post type "Media library", which relies on WordPress core, I suggest check these:
1) Deactivate all plugins/theme(including Toolset plugins), try it again,
2) If the problem still persists, try to get PHP debug logs from your website
