I once have this issue and i had to deactivate toolset access so that my users will have access to the menus. One of your team suggested the reason I was having the issue is because member plugin was activated and it does the same function as toolset access. I deactivated the members and member pro so as for me to be able to user toolset access but the issue persist non admin users can not access the homepage and other menus
When tickets are marked as resolved the private credentials are removed for your security, so could I please ask you to provide credentials again for an admin user to be able to activate/deactivate plugins etc.
I looked at your site, and I note that the membership plugin you use modifies the basic permissions of Subscriber users (which is the role users such as the test user you provided credentials for has) to deny them read permissions for pages.
Hence, because such users are not allowed to see pages, the links to pages in the menu are not output for such users.
I was able to resolve that issue with Access activated by going to Toolset > Access Control and bringing the Pages post type under Access control and then granting read permission to Subscribers.
That just restores the permissions they would normally have were it not for the modifications made by the membership plugin.
