The problem seems to be that the theme disables Font Awesome, used by Toolset. This is when it is working with a default theme, and the font awesome CSS is missing when using The7 theme: hidden link. If you want to also report it to them, it would be helpful.
Regardless, I have escalated this ticket to our 2nd tier of support where our 2nd tier specialists will take a deeper look at this issue and will try to find a solution.

After checking a bit more in our Sandbox installation having the7 theme and Toolset, we have checked that if you go to Dashboard > The7 > Icons Manager you have likely check that the The7's implementation of font awesome icons is activated, and that is conflicting with Toolset's implementation. If you remove the Font Awesome icon set on that page then the icons will work correctly on the Access settings page.
Do you actually need the theme's implementation of the icons to be activated? Please let us know this information.
