I have tried the latest Toolset plugins + Woocommerce plugin, it works fine, the new users are registered without problem.

Is it a conflict with woocommerce-subscription plugin?

This has nothing to do with woocommerce subscription. This is another ticket. Like I have mentioned and attached previous ticket related with the issue. I have disabled woocommerce subscription too.

As I mentioned above, I have already tested it in my localhost with the latest version of Toolset plugins + Woocommerce plugin, there isn't similar problem.
Please check these in your website as usual:
1) Make sure you are using the latest version of Toolset plugins + Woocommerce plugin
2) In case it is a compatibility problem, please deactivate other plugins, and switch to wordpress default theme 2017, and test again
3) If the problem still persists, please provide database dump file(ZIP file) of your website, also point out the problem page URL and view URL, I need to test and debug it in my localhost, thanks

the order is placed and payment is handled but no account is created in the back-end and the newly registered user does not receive any email regarding the username and password
The front end works fine and redirects the customer. There is no problem visible in the front end after the customer checks out and payment is complete and redirected to the login page. The problem is how will the user login without any credentials?
For the forms, the user forms are
1- 50 YEARS PLAN MEMBERSHIP
2- ANNUAL PLAN MEMBERSHIP
3- DECADE PLAN MEMBERSHIP

I have tried below steps in my localhost with your duplicator package,deactivate all other plugins and switch to original DIVI theme, it works fine, the new user is registered without problem.
So the problem exists only in your website, that means there is a compatibility/server problem in your website, if you still need assistance for it, please provide a test site with the same problem, I can help you to locate the problem.

I have tried these in your website, please correct me if there is anything missing:
1) go to URL hidden link
in section "Annual", click button "SIGN UP"
2) Fill the user's information, submit
3) Fill the custom's information, submit
4) Login as "Tech-admin", Dashboard-> Woocommerce- > Orders, complete the new order post,

I need your permission to deactivate plugins and theme, please backup your website first
Since the emails weren't received, I thought accounts weren't created. I have seen, accounts are created as of now. Now about the emails? Emails are not received upon creation of accounts. I did backup my website. Go ahead and do whatever is necessary.
