This would be partially achievable with a View parametric search Form.

You can hardcode the static text such as "I feel like" and "restaurant" and fill the parts in between with Parametric Search Filters.

You can by default only use the from the GUI available select options, mostly checkboxes, select, text and radio.

You can try to wrap this Select Option in a Bootstrap Modal or similar, to get the same behavior as on the site you mentioned.

That Site seems to use Google Material Design as well, according the Look of it.
There is a mix of Bootstrap and Material Design available here:

After you enqueue it you could use it to achieve the same sort of styling.

The Submit Button can be the default Views parametric Search Submit button.

On a Page then you will include only the View Parametric Search, and the result on another page.
This can be done using the GUI with which you include the View.
