I am trying to build a multivendor marketplace where users can list their products with photos, descriptions and prices.
I would like to charge these users a listing fee and also commission on the sale they make.
It looks like Toolset currently do not have features for this.
I'm wondering if you would be able to recommend other marketplace plugin that actually integrate or at least work well with Toolset?

With Toolset plugins, you can allow your WP users to create new simple product posts with Toolset post form, see our document:

And charge them when they submit above post form with Toolset Forms Commerce plugin
https://toolset.com/course-lesson/charge-users-for-submitting-content/
So after user submit the form and complete the Woocommerce order, their new product posts will be able to display in your website.

Yes, I understand that I can charge users when they post products. However, how can I get commission from these same users when their products sold? I want to make something like Amazon where for each sale, there will be commission paid to the website owner.

There isn't such kind of feature within Toolset plugins, maybe you setup a higher tax in vendor's products, so you can get the commission from the Woocommerce tax:
