I am trying to: Create a menu composed of images. Either manually or by using the plugin https://wordpress.org/plugins/nav-menu-images/
In the the frontend I expected to see the menu correctly, like when I use a normal theme without layouts, like twentyfifteen.
Instead, I got: "You currently have no menus assigned to this theme location. Go to Appearance -> Menus -> Manage Locations and assign a menu to appropriate location."
In summary:
1) The problem is only with layouts, using toolset starter theme or other themes prepared for layouts.
2) The problem must be specifically on the menu cell for layouts, that doesn't seem to recognize a menu that only shows images (<img> tag).
3) It is triggered when all the menu items are images. Either manually, substituting the menu item title with: <img src="URL">
or by using the plugin https://wordpress.org/plugins/nav-menu-images/ and selecting images for each menu item
I'd be happy with a filter function that I can use in functions.php to fix it

I can not duplicate same problem, please correct me if there is anything missing:
1) Install Layouts + nav-menu-images plugins + Toolset Starter theme
2) Create a layout with menu cell,
3) Setup the "menu item image" for each menu item
It works fine in my localhost.
I suggest you check these in your own website:
deactivate other plugins and switch to wordpress default theme, and test again
