In such cases - the first thing you should try to identify the cause of the issue is to start with the basic debug steps:

Please try to resolve your issue by deactivating ALL third-party plugins as well as the default theme to check for any possible conflicts with any of the plugins or themes?

I am trying to: activate toolset access
I get this error

Plugin could not be activated because it triggered a fatal error.

Fatal error: Allowed memory size of 1073741824 bytes exhausted (tried to allocate 4718592 bytes) in /var/www/html/wp-includes/class-wp-hook.php on line 77

I have increased wp_memory _limit from 256M to 1024M

But still get the error.

I Need to protect some of my forms and custom types so i need the Toolset Access plugin working

Before we take any step - would you mind to run a compatibility test:

Could you please try to resolve your issue by deactivating ALL third-party plugins as well as the default theme to check for any possible conflicts with any of the plugins or themes?

Do you see any difference?

My issue is resolved now.
The plugin that caused the issue was Capability Manager Enhanced.
Toolset Access is now activated.
