Problem:
The issue here is that the user's Theme header and footer are not showing on mobiles.
Solution:
Unfortunately this issue is with the theme and I would recommend getting in touch with the theme's support team.

Dear Sir/Madam,
I have two menus, Main and Footer, I have responsive menu plugins installed. When the site is viewed on mobile, both menus are hidden and the responsive menu is showed correctly.
I want to keep the footer menu be shown, if lookup the CSS, menus are hidden because of the CSS class ".ddl-nav-wrap", how can I show up the footer menu on both desktop and mobile view?

This would need to be done with some conditional css for mobiles.

I see the issue but It seems as you say the issue is caused by the plugin that was installed.
Could you check with their support team for this as they may have a solution for this.
I tried to get it back with some css but that doesn't seem to work.
