However, I still have one worry related to the website design.
1. How easily are all the widgets/parts of the website customizable? Will I have to learn programming e.g. css?
For example: a Hover function on pictures and text. So that when a mouse hover then ... happens.

Hello, it really depends on the types of customization you want to achieve. The simple answer is the Block editor makes it easy to manage several properties of blocks like:
- Background color
- Basic text color
- Borders
- Margins
- Padding
- Spacing
- Grid Layout
- Some plug-and-play features like image sliders, masonry galleries, thumbnail galleries, and so forth are built-in to Toolset blocks and are more or less configurable depending on the complexity of what you want to achieve.
- Some responsive properties like showing and hiding elements at different screen sizes
However, the block properties that are not built-in to the Block Editor would require your own custom CSS/JavaScript code. Block-level hover interactions, for example, are not manageable in the Block Editor. Our developers are working on improvements like making Container blocks act as links, which might include some hover capability but that feature is not live yet. To get a better idea of the properties that are configurable, you can create a free account at our sandbox site, https://discover-wp.com, and use the Block Editor in a test environment. You will be able to play with the different configurations and see if you can achieve what you want given the built-in capabilities of the WordPress Block Editor and Toolset Blocks. If you have a specific feature in mind, I can give you more information about the level of support you will find.

Types fields have some limited integration into Elementor's dynamic content features, but they work best with very simple field types and implementations. Other page builders work more or less well with Toolset, and dynamic content must be integrated using the classic-style Views and Types shortcodes. We don't recommend one page builder over another, since they all have various features that you may or may not utilize and none of them are "fully integrated" per se with Toolset.
