Since the latest update to Layouts, my site is not loading the custom CSS from the Layouts CSS editor on my site. I checked the Layouts settings and set the CSS and JS to always load. Then, I checked the PHP error log for the site, and it is showing the following:
[27-Nov-2018 21:23:22 UTC] PHP Warning: file_get_contents(C:\webs\education/wp-content/uploads/ddl-layouts-tmp/0dc821eb98619bc52902878bad9e5dae.css): failed to open stream: Resource temporarily unavailable in C:\webs\education\wp-content\plugins\layouts\classes-auto\wpddl.cssmanager.class.php on line 224
I confirmed that the file is not there. I tried uploading an empty file with the same name, but that does not seem to help. Thanks for any help you can provide,

Based on your report, I was able to reproduce this issue on my test website as well.
I've passed on these findings to the concerned team and will update you as soon as this gets fixed.
Appreciate you brought this forward and meanwhile, you can downgrade to older 2.4.2 version of the Toolset Layouts plugin, which can be downloaded from:
