I am trying to: Create a custom image size, however, when I click Add Custom Size and put in any dimension it gives me the following error 'Something went wrong on resizing the image.'
Before I log in and check the site, I would recommend doing the basic debug steps. This involves disabling all the non-toolset plugins and checking again to see if the issue remains.
Once you've done this and the issue still remains then I can go ahead and perform some further debugging steps on this one.

All the Toolset plugins have been updated except Toolset Views, when I try to update that it gives me the following error; 'Update failed: Download failed. Forbidden'
I can see where it still works even though you are getting the message. See Screenshot
Secondly the message "An error occurred while updating Toolset Views: Download failed. Forbidden". I suspect this occurred because you are trying to update from the Plugins page.
However you will need to update it by going to Plugins -> Add New and click on the commercial tab.
Finally does this new error still occurs when you've disabled all the non-toolset plugins ? Given that the images still get resized I would suspect that its an issue with generating the previews when gathering the image information.
You also mentioned that this didn't occur a few days ago. Is the site running on the same server with the exact same configurations? I've attached a screenshot of my php-gd module and as you can see i'm running version 2.1.0
True, it looks like it is still working on the front end, although It would be good to know what is causing the error as it still occurs when disabling all the other plugins.
On the same server with either php 7.2, 7.3, 7.4 with GD 2.1.0 the error still occurs.
If you ever come up with a solution please let me know. In the meantime I think we can mark this as solved.
Turns our this is a known issue and has been escalated to our development team. Currently there aren't any fixes and the issue is replicable on a fresh install.
