Q1) what is the procedure to modify the CSS for mobile?
I assume you are using Toolset Starter theme, if you need add more custom CSS codes, please check this document:
https://toolset.com/documentation/user-guides/toolset-starter-theme/#custom-css

The Toolset Starter theme depends on the Bootstrap frame work, you will need to follow Bootstrap document to setup your own CSS codes:

Q2) If it is possible to deactivate the slider in mobiles?
I suggest you setup some CSS codes to hide the slider HTML div tag, when user is using mobile device, for example this thread:
