Problem:
This is a request for help with not being able to see "Front-end Layout Editor".
Solution:
The "Front-end Layout Editor" button is a feature of Toolset Layouts plugin, but Toolset Layouts plugin had been moved to legacy plugins.
It is under maintenance status, so it is not recommended to use it in your new projects.
