I add View block and he is not active

I can't create a new view. The create button just doesn't appear. I do it according to the video instructions

Hello,

Are you using Toolset Layouts plugin in your website?
If it is, please try to deactivate it and test again, the Layouts plugin is retired and moved to legacy plugin, it is not recommended to use it in your new projects.
