Solution:
To move the custom field group above the Yoast, you should try to drag and drop the custom field group before the yoast fields displayed and save the post.

I am trying to... make the Toolset custom field group appear above the Yoast fiefs group and GeneratePress Layouts field group.
I have created a field group with fields such as "job title", "bio", etc. I also use GP Layouts and the popular Yoast plugin. In the Gutenberg content editor, the other field groups appear above the Toolset custom fields. Is there a way to change that?
Ideally, I'd like the "Job role" field to appear inside the editor, under the title field. Is that possible?
