I would like to be able to display and search user profiles with associated toolset custom user meta. Unfortunately, I can't find the option within Views/Blocks to loop through the users.

I was going to create a separate post type for users profiles separate from the user meta since I encountered this issue but I am sure there is a way since some of the demo sites use this feature.

Hello,

It is possible to query WP users with Views, for example:
Dashboard-> Toolset-> Views, create a new view, in section "Content Selection", there you can find all available user roles, see screenshot Content-Selection. JPG, then you will be able to display user's fields in section "Loop Editor"

I am not able to find that screen. The content selection I found only shows posts and custom posts.

You are using Blocks editor, the user view and taxonomy view need classic editor, please try these:
Dashboard-> Toolset-> Settings-> General, in section "Editing experience", enable option "Show both the legacy and Blocks interface and let me choose which to use for each item I build", and test again.

I tested again. The setting did not change anything, I am not sure how to enable or create a classic view.
