Horizontal scrolling table

Can you please tell me what exactly you want to do, maybe few screenshot help me to understand how exactly you want to build your table.

I would like to inform that you can create table based view with block editor as well as classic editor but with block editor, I would say that the editing is not that user friendly.

If you are using Toolset Block plugin, here is the information about how you can activate the legacy (classic) view:

However - you can try and check if that suits your needs you can go with that otherwise I would suggest you to create view in classic mode. Here is the Doc about how you can display it with Table:
