Tell us what you are trying to do?
Is it possible to filter/group users based on their location/address?
they have a custom field address which we can use and group them depending on the radius they were located

Is there any documentation that you are following?
none so far
Is there a similar example that we can see?
none so far

Hello. Thank you for contacting the Toolset support.

Here is the Doc about how you can filter the posts based on the address:
=> https://toolset.com/course-lesson/filtering-and-ordering-map-markers-by-distance/

if you want to look at the example, we offer a free test platform http://www.discover-wp.com where we offer number of the reference sites.

you can find the distance filter example with the "C & B properties - Real Estate" reference site:
=> https://discover-wp.com/site-templates/

I suggest you create one test site and learn how the distance filer is configured.

Here you can see the demo:

No - you can build the custom search with post type view and archive. You can not build custom search for taxonomy and user kind views that is why its not possible to filter users based on distance filter.
