I have previously built sites with a child of the Toolset Starter Theme, though as this is no longer the recommended I need assistance in getting started with new site builds using my own custom theme.
I have taken a look at https://toolset.com/documentation/user-guides/how-to-build-toolset-based-themes/ and while this is useful for most of the theme build, it does not mention whether or not I need to start with a blank theme (ie. just create a theme folder structure and activate it) or if I need to select an existing non-toolset theme to then build my custom theme upon.
Can you please advice?
Hi, you're welcome to start either way as long as you are not violating the license terms for Toolset Based Themes (TBT) or the base theme you choose to start with. The license for TBT states you must have explicit permission from a theme author to use any of their theme files for the purpose of creating a TBT. Normally, that means you are starting with a theme you create yourself. It must be a complete, self-contained theme, so you can't create a TBT as a child of some existing theme.
Full license info is available here:

Hi Christian,
Thank you for your response, and the link you referenced.
I believe my best option is to create a theme myself. Can you advise on, or point to any documentation that states the necessary requirements to set that up and to make sure it is compatible with the use of Toolset Plugins?
Sure, in general you should follow WordPress theme development best practices, like enqueueing style sheets and scripts, and supporting the standard template hierarchy structure. I also suggest you sign up for the Beyond Pages Program for theme authors:
https://toolset.com/documentation/beyond-pages-program/
This program can help guide you towards creating theme options that integrate smoothly with Toolset's Content Templates or Template Layouts.
