Do you mean that when you try to activate the Views plugin or Blocks plugin you get this error? If this is correct - we have other user reporting the same issue and its known to us and already escalated to our next level support.

However - can you please submit debug information that might help us.
I would like to inform you that we release new version for Toolset Blocks, Toolset Views and Toolset Woocommerce views. Please update to the latest version plugin that is shipped with the fix for your issue.
