I have done below modifications in your website(with post type "Post"):
1) Dashboard-> Toolset-> Access control-> WPML Groups:
in row "Dutch Content Manager", enable options: Edit and translate any, Delete own, Edit and translate own Read

So the "Dutch Content Manager" users can edit and translate any Dutch posts in WP admin side:
hidden link
after they translate the Dutch post, those posts are in "Pending review" status

2) Create a post form "new Dutch post form" for creating new post:
hidden link
option "Set this post status" choose: Pending review

3) Create a Dutch page "new Dutch post page":
hidden link
add a shortcode block, with below shortcode:

[toolset_access role="Administrator,Dutch Content Manager"]
[cred_form form="new Dutch post form"]
[/toolset_access]

Test it in frontend:
hidden link
only users of role "Administrator" and "Dutch Content Manager" can see that post form, and create new Dutch posts

5) Edit above post, review the post, and publish the post again.
