Problem:
Custom Field Group not showing with ALL conditions met option
Solution:
If you are trying to add/Edit post - as you know with new post until and unless you save/publish the post there will be no term value assigned to that post.
Please try to save/publish your post and see if you can see the custom field group.

Trying to creating a custom field group for a product category. When the product category is checked, the field group should appear to add related information.
If I use the ANY condition, then the field group shows up, but that defeats the purpose of only setting up the field group that matches a product category.
Site is on a Local environment.
