Custom code sets to inactive status after refreshing page

I am trying to:
Activate custom code in toolset settings. I am able to activate the code. The status will say active. But when I refresh the page all custom code then says inactive status

Link to a page where the issue can be seen:

I expected to see:
activated custom code

Instead, I got:
inactive custom code
