Choose Users as the post type that this field should reference. Users is not an option in the list.
Example: Custom post Student can have 2 parents and may have 1 or more teachers and also a school.
User roles: Parent, Teacher, School admin
Goals are:
1. Only connected parent(s), teacher(s) or school admin(s) must be able to view this Student post and related scores of this student.
2. Parent, Teacher or School admin can signup and create student post using woocommerce. Parent will pay membership for each student they create.

Yes, there is no such feature available to make relationship with users.
Using Toolset Access you can limit the access to post type based on roles but not for specific posts.
When you say:

Do the parent(s), teacher(s) or school admin(s) are treated as loggedin user when they visit the student post? If yes:
We may workaround this with custom shortcode and conditional shortcode. But before I say anything I need actual use case with all post types and relationship setup with student post and once I review the structure I will be able to guide you in the right direction.
