This thread is resolved. Here is a description of the problem and solution.
Problem:
Inserting Comment Cell in Layout template and applying this layout on CPT, displays the Comment box twice on frontend.
Solution:
It turns out that this is not a bug but a restriction for the comment cell. In other words this cell is only usable at moment for themes which do not output any comments field or is useful for themes that provides full integration with Toolset. So in this case this cell might not be used with your theme. Moreover our development team has not finalized any workaround for this so far.
This support ticket is created 7 years ago. There's a good chance that you are reading advice that it now obsolete.

Hi Noman, thanks., i am confuse too in layout if i were to add the cell-comments i have duplications , so what is the purpose for this ? currently using default wordpress comment . thanks for explanations.
Thanks for more details, I am able to reproduce this issue with Layouts Comment cell. I have now escalated this issue to our 2nd tier support for further review and we will get back to you with an update.
