I used a Views to generate a list of post authors emails, comma delimited.
This worked fine and this list was used in a mailto link to BCC all authors.
Since the last update I get a lot of garbage in the output, starting with "<div class=" tces-js-style-encoded" style="display:none;">", which break the mailto link
Where is this new garbage coming from?

As I didn't have an example page with the email link, I tested the custom shortcode "bulk-emailing", on a test page "Test page from TS support".
The final output of the shortcode had some extra spaces between the email addresses and I managed to fix them by removing line breaks and spaces from the view's text editors for the "Search and Pagination", "Loop Editor", and "Output Editor" section.
You can see the output of the link in the preview of this test page. If you're still seeing extra div or styles being included in the view's output, please share the exact link where it can be seen.
Yes, you are right, the shortcode works standalone.
But it generate that garbage when used in this view:

I can see the issue on your website's view, but couldn't reproduce this with a similar setup on a test website.
This suggests that something specific to your website is involved. I'll recommend testing this with all non-Toolset plugins disabled and with a default theme like Twenty Twenty-One.
If the issue is fixed, you can start activating the disabled items, one-by-one, to narrow down to a possible conflicting one.
In case the issue still persists, I'll need a clone/snapshot of your website, to troubleshoot this on my server.
