This thread is resolved. Here is a description of the problem and solution.
Problem:
The issue here is that the user is not seeing the Beta plugins option when they are registering their plugin.
Solution:
Actually the reason for this is that there are currently no running Beta versions.
Beta versions will only be available if there is a current running Beta before a Major version release.
This support ticket is created 5 years, 8 months ago. There's a good chance that you are reading advice that it now obsolete.
