I have just changed server and Toolset Blocks created a critical error on the backend, although the front end was ok.
I removed the plugin and reinstalled using OTGS Installer
Now all my views have vanished. I thought it might be because some of them were legacy views. Went to setting and where you could show both views and blocks has now disappeared!!!! So I am left with a website showing just code!
OK. So I had it fixed for just a moment then it broke again, giving a 503 error. It is definitely the Toolset Blocks plugin. Also the otgs installer plugin just keeps deactivating. I did have this happen on my previous server as well. I thought it was conflicting with updraftplus, but I no longer have that installed.
I would like to request temporary access (wp-admin and FTP) to your site to take better look at the issue. You will find the needed fields for this below the comment area when you log in to leave your next reply. The information you will enter is private which means only you and I can see and have access to it.
Our Debugging Procedures
I will be checking various settings in the backend to see if the issue can be resolved. Although I won't be making changes that affect the live site, it is still good practice to backup the site before providing us access. In the event that we do need to debug the site further, I will duplicate the site and work in a separate, local development environment to avoid affecting the live site.

It is highly likely that the patches available in the new versions fixed the issue you were experiencing.
Regarding the OTGS plugin, it can only be activated if you don't have any Toolset plugin installed. Then it gives you the option to download and install them from an interface. It is the default behavior for it not be enabled.
