I am trying to create a custom user role that has access to edit posts, pages and product categories for a specific WPML language (PL and EN-PL).

I've setup the access using the documentation, allowing the user group 'SEO Agency Polish' access to assign, edit and manage terms for the Product Categories taxonomy, however, the menu item still does not show.

Can you help, please?

Hello,

By default, users of custom user role won't be able to see the "Product categories" in the navi menu, you will edit that custom user role, and enable some privileges for it, for example:
Dashboard-> Toolset-> Access Control-> Custom Roles
find your custom user role, click "Change permissions", in panel "Other capabilities", enable options:
- assign_product_terms
- delete_product_terms
- manage_product_terms
- edit_product_terms

Then test again.
