This thread is resolved. Here is a description of the problem and solution.
Problem:
Russian labels through Views and other Toolset plugins mixed with English. When I activate Toolset Module Manager plugin, it changes Views text into Russian.

I expected to see:
English user interface, due to English user language settings.
Instead, I got:
A lot of Russian labels through Views and other Toolset plugins mixed with English. Looks like some of your localization used site settings (yes, it's Russian), but some use User settings (it is English).
I already submit similar ticket previously and it was fixed. But since then you release a lot of updates and console localization become worse with almost each of them 🙁
The main problem is that most labels are absolutely not clear in meaning in Russian and it is difficult to compare them with your documentation in case of any issues/questions.
The link you have provided requires login. Can you please send us some example screenshots which shows where text is not being changed, which particular Toolset plugin or screen?
Yes, it was fixed, but with each update it ruined and become worst - more and more Russian labels. And it is really bad in console because some times make no sense - like child posts - it is translated to Russian directly, what means not like "child posts of parent post", but looks like "posts about human children"...
Thank you for providing screenshots. I have checked this in German language and I am not able to reproduce this issue in my test site, does this happen only for Russian language? OR with other languages as well?
Here are the steps I have followed:
1) Install Types, Views
2) Set the site language to a non-English language (Deutsch / German)
3) Edit your user profile and change the language to English.
4) View backend interface appear fine in English.
It is not German, but Russian. Probably this is the reason you can't find the issue that in German it too similar with English.
You could see that I use Russian for site language, English (US) for user language and I have some Russian labels in Toolset menu. So, it looks like not entire Toolset affected by this issue, but just some labels, it just became more of them with each update.
Thank you for confirming that this happens for Russian language only. I am now able to reproduce this issue with Russian language. I have escalated this issue to our 2nd tier support for further review and we will get back to you with an update.
Thank you for waiting. Our 2nd tier reported that they are not able to reproduce this issue. And then I again checked this in a new fresh WP site and I was also not able to see Russian languages issues in Views anymore, its a bit strange though.
To debug this further, please provide temporary access (WP-Admin and FTP Login info) to your site (preferably staging site), so that I can look into your setup and check the issue.

✙ I would additionally need your permission to de-activate and re-activate Plugins and the Theme, and to change configurations on the site. This is also a reason the backup is really important.
Thank you for providing login info. After further debugging in your site I figure out that, looks like its Toolset Module Manager plugin which is causing this issue. As soon as I activate Module Manager >> it changes Views text into Russian.
And when I deactivate Module Manager >> it shows English language just fine.
So for further checking I have again escalated this to our 2nd tier support. I will update you accordingly.
