I would like to create a View of taxonomy terms, but I cannot select a taxonomy in Content Selection.

The Blocks Editor does not yet support Views of taxonomy terms or Views of Users. Instead, you must use the legacy editor to build these Views and place them in the Block Editor using the wpv-view shortcode.

Views plugin support in Toolset forum
