Steps Taken: I tried disabling all plugins (except really simple SSL as I was a afraid that would create problems) and switched to a simple theme, emptied cache and it still gives same error. I tried providing debug info and that screen is blank when it comes up.
Hi, as mentioned above.... I tried disabling all the plugins, switching to 2021 theme, only plugin I left enabled was really simple SSL as I wasn't confident in disabling that one.
The shared admin access details is not working at this end.
Could you please try to deactivate the security plugin you are using for a moment and run a quick test and check if the image issue is resolved when you deactivate the security plugin. If it does then there is a conflict with that plugin and it you does see the issue even after deactivating the security plugin that means I have to check that further.

I would also eventually need to request temporary access (WP-Admin) to your site. Preferably to a test site where the problem has been replicated if possible in order to be of better help and check if some configurations might need to be changed.
I have set the next reply to private which means only you and I have access to it.
Hmm, I did disable all the plugins including that one and it didn't work. But interesting enough, it's giving a different image now, it's saying the image isn't found (see screenshot).
It's in Toolset: Resources: Template for Resources
By the way, do you have recommendation for who is best build this page, I think I'll subcontract it, should be much work, but it needs to be done in next few days.
