[Resolved] WP Admin Dashboard Menus Broken Because of Toolset Views?

This thread is resolved. Here is a description of the problem and solution.

Problem:

The issue here is that the user is getting the error Fatal error: Call to undefined function mb_convert_case()

Solution:

It seems that the issue here is that the mbstring php module is not enable on your server. Could you contact your hosting provider and ask them to enable this for you.

I am trying to: I was just going about my business, been working on this site for a while but after the recent updates, I saw some strange behavior and this is what I saw.

After testing all the normal WordPress debugging steps, activating, reactivating, testing each plugin, etc. This is what I found...
When I activate Toolset Views, the sub-menus for any menu item in the left hand-side WordPress Admin Bar stop working when you hover on them (desktop, tested with Firefox, Chrome, Toolset STarter theme active, OR 2017, and Genesis.)

Here's a short video showing the behavior. What could be doing this?

I just noticed this at the bottom of my screen:

Is this a new requirement? my host doesn't offer this module and it hasnt' offered before, why did it become an issue all of the sudden?

I upgraded my hosting to PHP 7.1 and both issues seem to have been eliminated after that.
