Based on the screenshot you shared - it seems the templates you are referring to belong to theme templates? If yes:
If you disable Toolset plugins - do you see it working? If no: then there is no Toolset involved in this case.

I am not sure if I have got the answer to my colleague's question. So let's rephrase:
When Toolset plugins are enabled you see the issue of an empty list for the theme templates.
Now what happens if you deactivate all Toolset plugins? Do you see the same empty list issue?
If yes, then it is not a Toolset issue and you need to contact your theme developer.
But if the issue is fixed when the Toolset plugins are disabled we can take a look into the matter.
In that case, I suggest that you provide us with a copy of the websites so we can do some troubleshooting.
