As I shared before - the error is belongs to the server. I checked and there is no blockage from this end.

Can you please check with your server(hosting) authority. As we do not have any other user who has raise same issue. If there is a issue then we should be getting hundreds of users complaining about registering the Toolset but that is not the case.
You can try to check with different server and see if that works, if it does, that means there must be blockage from your server.
I double checked our system and your website is not blocked by our server. It seems that during the ticket we suggested all we could regarding this.
The only thing I can suggest here to offer you to copy your website to Cloudways server as a test and see if the same registration issue happens there or not.
If not then at least you would know the porblem is the server you use.
As shared by Christopher - there is no block from our end. You should try to host your site to different server and check if you able to reproduce the same issue.
If you able to reproduce the same issue with different server - you can share admin access details and we would be keen to review and investigate the issue further.
So apologies for the back and forth on this but this is not something related to the firewall. Indeed we can see there are no blocks by the firewall when attempting to register your plugin:

And indeed, we would not expect to as the curl error 28 error you are seeing is due to the failure of an an *outgoing* curl request from your server to whatever Api endpoint is used for the registration process on the plugin developer servers.
The firewall does not filter outgoing requests from your host server, we only filter the incoming requests.
So this is due to some issue on your host server\Wordpress configuration.
I have verified curl is installed on your server as I could make a successful curl request to your domain from your server
curl 28 errors are frequently caused by plugin conflicts, so my suggestion would be to temporarily disable all your plugins except the one you are trying to register and then re-try. Beyond that I suggest working with a qualified WordPress developer to further isolate the cause of the issue but the following article I found online has some additional suggestions.

Can you please try to use normal htaccess file where normal WordPress rules added and check if that helps?
Our team has already checked and there is no block from our end otherwise we should be having thousands of reports as we are having millions of users using Toolset and your case is only the exception in this case.
Maybe if you dont able to register it via installer - what if you try to download the latest Toolset plugins from your account's downloads page:

And then remove/delete all existing Toolset plugins from plugins page and then try to install Toolset Types plugins and using the plugins page manually.
