Can you please try to generate a new site key and check if that help you to resovle your issue.

The connection error you get could be related to firewall blocking the request:
Connection error: Unable to get data from service. Detailed error: cURL error 28: Connection timed out after 10001 milliseconds
Please contact your hosting provider and ask them to whitelist the following domains:
- api.toolset.com
- cloudfront.net
Can you please share admin access details and let me chech whats going wrong with your setup.

I would also eventually need to request temporary access (WP-Admin) to your site. Preferably to a test site where the problem has been replicated if possible in order to be of better help and check if some configurations might need to be changed.
I have set the next reply to private which means only you and I have access to it.
Even I try to generate a new site key and that is not working as well.
Can you please confirm with your hosting authority that there is no blockage of any request or IP or is there any need to white list IPs? You can try to raise the same issue in front of them.
It seems you are adding this to your application level but can you please get in touch with your hosting authority and check with them about why you are getting the follownig error when you try to register Toolset site key on the following page:
