I am trying to:
Editor is trying to upload the images by select image button, but it is not working

Link to a page where the issue can be seen:
It is a editing page not public available

I expected to see:
to see a pop up with upload image button

Instead, I got:
I need to upload by wordpress built-in image button and select from toolsets

I'm not sure I quite understand your issue.

You are editing a post which has a Types image custom field and when you try to add a field the WP Media Uploader appears but—from your screenshot—the existing library is missing and you are unable to upload new images, is that correct?

If you open the browser console do you see any JavaScript errors?

Does the problem happen on a minimal version of your site, where you disable all plugins except Types and switch theme to twentytwenty or similar default theme?

I replied you by email

Besides, as mentioned, if I changed to administrator role of the impacted users, then there is no issue at all

"I replied you by email"

We only offer support through these forums and I haven't received any emails from you, so I'm still not sure what the issue is exactly.

Without knowing what the problem is, all I can suggest is that you first try to see if the problem occurs on a basic version of your site where you have disabled all plugins except Toolset and switched to a standard theme such as twentynineteen.

If you have a problem for some users but not admins, maybe start by disabling the User Role Editor plugin and seeing it that is the source of the problem?
