[Resolved] Update Toolset Starter Theme issue (1.4.2)

This thread is resolved. Here is a description of the problem and solution.

Problem:
How to Update Toolset Starter Theme? Get the error after update:
An error occurred while updating Toolset Starter: The package could not be installed. PCLZIP_ERR_BAD_FORMAT (-10) : Unable to find End of Central Dir Record signature

Solution:

This support ticket is created 7 years, 1 month ago. There's a good chance that you are reading advice that it now obsolete.

I am trying to:Update Toolset Starter Theme

I expected to see:Theme updated

Just to let you know that the issue was only with my local site, which was a development copy of a live site. Once I registered the development site separately, I was able to update the theme successfully.
Perhaps the theme update error checking is in need of a little tweak to make it clear what the real issue is when the update fails for this reason ?
