I tried to follow the "quick Solution instructions" to deregister and reregister and it make the problem worse.

This error indicates an issue with the connection from your site to our servers.
I checked it and your site doesn't appear blocked in our firewall.
Can you please reach out to your host provider/server administrator and confirm all of the following?
- cURL lib is enabled and up-to-date
- The host api.toolset.com is resolving within the server to an IP, eg.: 54.84.129.123
- The outgoing connection to api.toolset.com on the secure port 443 is not being blocked on the hosting level
I checked it and it looks like you have a firewall in place as well, you might want to check with the firewall administrator. Eventually you can temporarily disable the firewall just to check if it is the one causing the issue.
GoDaddy said their is no issue on their end, Sucuri (Firewall) said they would not block this. Also, per GoDaddy they said all the necessary libraries are here,

Our Debugging Procedures
I will be checking various settings in the backend to see if the issue can be resolved. Although I won't be making changes that affect the live site, it is still good practice to backup the site before providing us access. In the event that we do need to debug the site further, I will duplicate the site and work in a separate, local development environment to avoid affecting the live site.
