I am trying to:
display translated items
Link to a page where the issue can be seen: access to the page is secured by Toolset Access
I expected to see:
Table of contents with items
Instead, I got:
Empty Table of contents
If I login as admin I see all items in first and second languages, however when I login like user with restricted rights I see content only in primary language in secondary language the loop in Toolset view does not see any items.
I first suggest updating Toolset and WPML to their respective latest versions.
If then the issue persists, please see below a few known issues for WPML and Toolset when using (especially) Toolset Blocks or Views created in Blocks, or Blocks and WPML in general:
1. If you use Toolset and WPML and add blocks to any page, the best right now is to not translate those, as there are errors with the translations.
2. You will need to translate things that you add in Blocks both using ATE or CTE of WPML, but also String Translation, and that is not documented (and it has issues, you will see many unexpected strings that you should not translate)
3. There are issues with strings and content you can translate but won't appear as such in the front end at all.
Related to your specific report, are these translation existing ones, or recently made?
If they are recently made it could be due to above "blocks bound" issues, if not, I could be another known bug, but I need first to confirm a few things to be sure about this.
Please can you confirm the above questions related to whether the translations are new/old, and if the issue persists after updating?
I will meanwhile ask my colleagues about the admin/non-admin issue, as I believe we have this filed already.

PS, your login link redirects me to the homepage, I can't log in to the wp-admin
When I then used the hidden link, it told me "A valid username and password is required to login"
