Based on the information you shared I'm not sure yet what exactly the issue you are facing.
Can you please share bit more information maybe few sceenshots that should help me to understand your issue and then I will be able to guide you in the right direciton.
I've created a Post Type named Neutrals and an associated Template for them (Template for Neutrals). Basically, the Post Type Neutrals is a bio for different investigators but when we click on the bio of a neutral, it is displayed in the News and Events page (Blog). I would like to be able to have the bios being displayed on a new page.

I would also eventually need to request temporary access (WP-Admin) to your site. Preferably to a test site where the problem has been replicated if possible in order to be of better help and check if some configurations might need to be changed.

I'm not sure I understand. It looks like the Toolset Template is assigned by default to the Post/Blog page. If I change the Header for that page, it will also change it for my Blog Header and I don't want that. Is there a way to have the Toolset template displayed on another page?
That is the thing I want to say you that Toolset is not involve in Header, Footer, Sidebar or Menu.
When you create Toolset Views, Content Template, Archives it will replace the post body and will not have any effect on Header, Footer, Sidebar or Menu.
I suggest you check with your theme author about this and check with them how can you have different headers for pages and single posts.
