I just checked with my test site and on Post Groups tab when I uncheck the checkbox for the Guest I can see it shows the pencil icon just besides the checkbox hence I do not able to reproduce the issue.
In order to minimize the cause of the issue and to ensure there is no plugin/theme conflict:

Could you please try to resolve your issue by deactivating all third-party plugins as well as with the default theme to check for any possible conflicts with any of the plugins or themes?

Hello Minesh, I tried deactivating all the third parties plugins and the default theme and then deactivated and activated toolset as we well as mentioned by you. But the pencil icon is still not visible. If you want admin access I can provide you that. Please let me know to have this issue resolved.

I would also eventually need to request temporary access (WP-Admin and FTP) to your site. Preferably to a test site where the problem has been replicated if possible in order to be of better help and check if some configurations might need to be changed.
