This thread is resolved. Here is a description of the problem and solution.
Problem:
The issue here is that the user wanted to edit a layout cell but clicking the edit icon does nothing.
Solution:
I suspect that this issue might be caused by a plugin conflict.
What I recommend that you do is to temporarily disable all your non-toolset plugins and try again.
