While editing pages from editor role users when try to click on "Take Over" it's redirecting to wp-admin/edit.php#no_privileges
But the user have rights to edit the pages set in Toolset Access plugin. If we deactivate the plugin then it's working fine.
So we can't found what causing this issue. Please let us know.

Please kindly make sure that the user that you have created has the "edit_others_posts" capability in WordPress.
To do that in Toolset Access please make sure that the user has the "Edit any" option checked.

I have attached the Screenshot that shown the we have already assigned the rights for edit any.
Also not if any user will not editing at that time then it will open that page.
Issue will occurs when we click on the "Take Over" button and it will take to the => admin/edit.php#no_privileges.
Please let us know if we want to set access anywhere else instade of this window?

The setup seems to be ok, Would you please test two things?
1- Check the whole Editor role
Instead of assigning only germany_editor, select the Edit and Translate any for all Editor roles by checking the checkbox next to EDITOR in the screenshot you gave.
2- Make sure that the default Page and Posts of WordPress have that checked too for the Editor role because Toolset Acces can not override the default Posts and Pages of WordPress that way.
See if it works. If not I created a clean installation of Toolset that you can test if the same thing happens there. If yes I will report this to the second-tier support for further investigation:

strangely enough in the sandbox there is no pop up in the first place.
Let's check your website and see how we can go about that.
Can you provide the staging version of the website so we can test? You can see the next reply as private to avoid exposing the user/pass
Alternatively, we can give you means to copy your website to our server.

The issue is that the Take Over pop up does not show at all for me in the sandbox. It is different than the problem that you are experiencing.
If you managed to see the take over dialog box in sandbox would you please give me the steps? Maybe if you can use loom.com to create a video out of it?

Step 1 - Login using "security_admin" in browser. Go to Pages (make sure language is global selected) and edit the Home page
Step 2 - Now login using "germany_editor" in browser. Go to Pages (make sure language is global selected) and click on edit the Home page
Step 3 - Now click the WP default popup will will appear for editing other user same page. So Click on "Take Over" so this should allow the user to continue editing of the page.
So by these steps let us know how to configure this thing so it work for every users.
