There is no step by step information to convert the legacy views but we offer few course that may help you to learn the blocks step by step.

However, I've another option that may help you to learn and play with the blocks. Toolset offers free test platform http://www.discover-wp.com where we offer the reference sites build on top using Toolset.

You can use any of the reference site we offer and create a test site for you and play with it and learn how those block based views are created.
